I. Job Description (JD)
Role Summary
The People Operations & Compliance Manager serves as the precise and compliant operational backbone of Red Square. This role is responsible for the entire end-to-end operational, legal, and system (Odoo) lifecycle of an employee—from contract issuance to offboarding. This role manages all interactions with Egyptian governmental bodies (Labor, Insurance, Tax) and ensures strict internal and external compliance with the Red Square Handbook and Egyptian Labor Law.
Key Responsibilities
1. Labor Law & Government Compliance
Legal Expertise: Acts as the internal expert on Egyptian Labor Law No. 12 and all related regulations (Tax, Social Insurance).
Documentation Management: Ensures 100% compliant and complete personnel files for all employees, maintaining all required documentation (Form 1, Form 2, Form 6, hiring documents, IDs, medical checks).
Inspections: Manages all interactions, preparation, and support for Labor Office and Social Insurance inspections[cite: 1, 2].
Contract Management: Drafts, reviews, and updates all employment contracts, ensuring they are legally sound and aligned with company policy[cite: 3, 4].
Conflict Resolution (Legal): Manages all internal administrative investigations, disciplinary actions, and legal aspects of terminations[cite: 3].
2. People Operations & Odoo Administration (HRIS)
Employee Lifecycle Logistics: Manages the operational (non-training) logistics of onboarding (contract signing, Odoo setup, laptop handover) and offboarding (clearance, final settlement)[cite: 2].
Leave & Attendance Audit: Owns and audits the entire time-and-attendance workflow via Odoo. Confirms accuracy against leave requests before payroll data lock[cite: 2].
Policy Enforcement: Strictly enforces Handbook policies, including strict adherence to the Designated Geographic Zone for hiring/WFH, BYOD Laptop policy, and confidentiality clauses[cite: 4].
Asset Management (P&C context): Responsible for tracking the lifecycle and operational status of company assets assigned to P&C/employees[cite: 2].
3. Confidential Payroll Variables & Reporting
Master Data Lock: Sole internal owner of the complete, confidential salary and variable master sheet.
Payroll Input Management: Confills and inputs all monthly variables (overtime, bonuses, deductions, penalties) into a locked, audit-ready format.
Tax & Insurance Verification: Verifies the external Chartered Accountant's calculations of Salary Tax, Social Insurance, and contributions against internal records[cite: 2].
Banking Interface (P&C side): Responsible for preparing and uploading the confidential CIB bank transfer files.
II. Main Character Assets Required
For this role, the candidate’s personality is as important as their technical (legal) capability. You need someone with a “Guardrail” and “Siloed” personality type.
1. Radical Confidentiality (The "Iron Wall")
Description: This person must be inherently siloed. They must be able to hold extreme amounts of sensitive data (salary numbers, personal issues, disciplinary files) without ever gossiping or allowing data leakage.
Evidence: In the interview, they should demonstrate specific scenarios where they kept information strictly locked away, even from close colleagues.
2. Analytical Precision & Process-Obsession
Description: They cannot "wing it." They must love process, auditing, data checking, and Odoo automation. A minor error in a payroll variable is a major failure in this role.
Evidence: A background with high transactional volume (like Decathlon Operations or Accounting)[cite: 3] is good proof. They should prioritize structured SOPs over ad-hoc decisions.
3. Assertive Enforcement (The "Rule Guardrail")
Description: They must possess "firm but fair" authority. They are the enforcers of the Handbook[cite: 4]. They must be able to tell a senior creative "No" to a late WFH request, or apply a policy deduction to a driver, without hesitation or bias.
Evidence: They should have experience managing diverse teams or applying standardized rules in a large operation where personal favors are not permitted[cite: 3].
4. Systematic Thinking & Systems Expertise
Description: They must think in terms of scalable systems (like Odoo), not manual spreadsheets. They understand that every data entry has a downstream impact on reporting, legal compliance, and payroll[cite: 2].
Evidence: In-depth comfort with ERP systems, workflow configuration, access rights management, and automated reporting[cite: 2, 3].
These KPIs are designed to be measurable, process-driven, and binary (Yes/No or 100%).
